Consumer Directed Community Supports (CDCS) is a self-directed service option available through several Minnesota waiver programs. With CDCS, you or your loved one can choose the services and supports that best meet your unique needs — instead of using only traditional services offered by providers. This means you can hire your own staff, purchase goods and services that support your daily life, and work with a support planner to develop a personalized Community Support Plan. CDCS gives you more flexibility and control, while your Financial Management Service (FMS) provider helps with payroll, taxes, and tracking your budget. CDCS is authorized under MN Statute §256B.4911 and follows guidance in the Community-Based Services Manual (CBSM).
Community First Services and Supports (CFSS) is another self-directed option under MN Statute §256B.85, available to individuals who qualify for Medical Assistance. Like CDCS, CFSS allows you to be the employer of your own support workers — people you choose and trust to help with things like dressing, bathing, eating, and more. CFSS also includes the option to buy certain supports that help you live more independently, such as assistive technology or caregiver training. You’ll work with a consultation service provider to develop your service delivery plan, and your FMS provider will take care of employment-related tasks and payments. CFSS is designed to offer greater independence while making sure you have support managing your services safely and effectively.
